Addressing the needs of displaced populations in a conflict area is crucial for humanitarian and security reasons, write Borges Nhamirre and Isel Ras of the Institute for Security Studies Pretoria.
They argue that despite Mozambique’s long and bitter history of conflict and displacement, its government has no plan to support the hundreds of thousands displaced by the Cabo Delgado insurgency beginning in 2017.
The capital of the terrorism-affected province Pemba, for instance, hosts the largest number of internally displaced people (IDPs) in the country, and the “influx has nearly doubled the city’s population, straining infrastructure and public services such as health and education, and creating the potential for resource conflicts”.
