Mali’s humanitarian and human rights situation remains dire amid ongoing abuses by armed Islamist groups, state security forces, and government-allied foreign fighters. Civilians continue to absorb the heavy cost of violence from all sides. In March 2022, Malian and allied security forces allegedly summarily executed over 300 men, including suspected Islamist fighters, in Moura, central Mali. The military junta since 2022 has increasingly tightened the space for freedom of expression and peaceful assembly. Since the conclusion in November 2022 of Operation Barkhane, the nine-year French-led counterinsurgency campaign in Mali, the transitional government deepened its military and diplomatic ties with Russia.
