On July 20, 2012, Jia Qinglin, chairman of the National Committee of the Chinese People’s Political Consultative Conference, met respectively with Djibouti’s President Ismail Omar Guelleh and Prime Minister of Cape Verde and President of the African Party for Independence of Cape Verde Jose Maria Pereira Neves, who are in Beijing for a visit and to attend the opening ceremony of the Fifth Ministerial Meeting of the Forum on China-Africa Cooperation (FOCAC).
During his meeting with Guelleh, Jia said since the establishment of diplomatic relations 33 years ago, bilateral relations have enjoyed healthy and stable development and have withstood the test of international vicissitudes. In recent years, bilateral cooperation in various fields has continued to expand and deepen, injecting new impetus to the development of bilateral relations. Djibouti adheres to the one-China policy and has always stood by China on issues concerning China’s core interests. Djibouti has also provided facilitation and support for the Chinese Navy to carry out escort missions in the Gulf of Aden and the waters off Somalia, which the Chinese side appreciated. China attaches importance to the development of bilateral ties and is willing to further increase political mutual trust, push forward bilateral practical cooperation, maintain mutual support on issues of mutual concern and strengthen communications with Djibouti on important global and regional issues so as to push forward bilateral ties for the benefit of both peoples.
Jia told Guelleh that the FOCAC, as an important platform and effective mechanism for China-Africa cooperation, will continue to inject more impetus into the development of China-Africa relations in the new situation. China is ready to work with Djibouti and other African countries to properly implement new cooperative measures announced by President Hu Jintao at the opening ceremony of the Fifth Ministerial Meeting of the Forum on China-Africa Cooperation (FOCAC) so as to foster a new type of strategic partnership with Africa.
Hailing the profound friendship between the two countries, Guelleh said as a member of the AU and the Arab League, Djibouti is ready to further enhance ties with China within the framework of China-Africa, China-Arab strategic partnership. Djibouti will strengthen ties with China to jointly contribute to international and regional peace and facilitate bilateral economic and social development. Djibouti is confident in the prospects of bilateral friendly cooperation and adheres to the one-China policy. Like many other African countries, Djibouti deems China a real friend and thanks China for its generous help in promoting Africa’s development. He added Djibouti is ready to stand by China on the international arena to share weal and woe together.
During the meeting with Neves, Jia hailed the smooth development of bilateral ties since the two countries forged diplomatic relations 36 years ago. Politically, the two sides have maintained mutual respect and support on issues concerning each other’s major concerns. Economically, the two sides have complemented each other’s advantages for mutual benefit and conducted effective cooperation in infrastructure, telecommunications and fishery resources, said Jia. The FOCAC and the Forum for Economic and Commercial Cooperation between China and Portuguese-Speaking Countries have provided new platforms for the two countries to enhance pragmatic cooperation, he said. China is willing to make joint efforts with Cape Verde to increase political mutual trust, deepen practical cooperation and explore new areas and methods for cooperation, said the political advisor. The Communist Party of China (CPC) is ready to beef up communication and cooperation with the African Party for the Independence of Cape Verde (PAICV) so as to further promote relations between the two parties and nations, Jia noted. He said the CPPCC will keep closer personnel contacts and enhance exchanges and cooperation with Cape Verde in order to make new contributions to the nation-building and social development of both countries and enhancing bilateral friendship.
Neves applauded China’s achievements in modernization and wished the country success during the CPC’s upcoming 18th National Congress and rising international influence. Neves said China is a good friend of Cape Verde. He appreciated China’s support for his country’s independence, as well as its economic and social development. Cape Verde and China enjoy solid relations and have strengthened cooperation and coordination on major international and regional issues. He hoped to take this visit as an opportunity to further boost bilateral relations. He called on the two sides to strengthen cooperation in such traditional areas as infrastructure, health and education and open up new fields including tourism, aviation, shipping, information technology and energy. Cape Verde expects China to play a bigger role in Africa and will continue to promote Africa-China friendly cooperation and act as an important gateway and platform connecting China and West African countries, said Neves, adding that Cape Verde firmly adheres to the one-China policy and will remain China’s good friend. Neves said the PAICV is willing to strengthen exchanges and cooperation with the CPC so as to promote relations between the two parties and countries. Cape Verde is ready to enhance exchanges and cooperation with the CPPCC.
