FOCAC marked a turning point, illustrating Morocco’s determination to drive economic and political dynamics that strengthen the sovereignty and integrity of African states on the world stage.
The Summit of the Forum on China-Africa Cooperation (FOCAC) took place in the Chinese capital from September 4 to 6, reinforcing Morocco’s predominant position on the African stage.
Under the leadership of Mohammed VI, the Kingdom is once again standing as a defender of the development and prosperity of the African continent, in accordance with its diplomatic commitments.
At the heart of this event, Morocco reiterated its unwavering commitment to pragmatic, supportive Sino-African cooperation based on a win-win partnership.
This forum, which brought together Chinese and African heads of state, government leaders and senior United Nations officials, illustrated Morocco’s policy of supporting the diversification of the continent’s economic relations and the promotion of ambitious South-South and triangular cooperation.
The discussions highlighted the importance of FOCAC, addressing crucial topics for Africa such as industrialization, agricultural modernization, governance, infrastructure, as well as peace and security.
These priority themes were crystallized in the major documents unanimously adopted at the summit, including the Beijing Declaration and the 2025-2027 Action Plan, marking a significant milestone in strengthening Sino-African relations.

Since the preparation of this summit, Moroccan diplomacy has been at the heart of the action, highlighting the Kingdom’s achievements for Africa while countering hostile Algerian interventions.
The consensual declaration explicitly states that only African member states of the United Nations participate in FOCAC, refuting Algiers’ allegations to the contrary.
Furthermore, at the initiative of Morocco, the declaration and the action plan affirm the principles of sovereignty and territorial integrity, without mentioning self-determination, thus rejecting all opposing proposals from Algiers.
The recognition of Morocco’s climate efforts, notably through COP 22 and the Marrakech Declaration, were also highlighted.
Participants praised Morocco’s pioneering role in artificial intelligence in light of the African consensus adopted in Rabat in June 2024, as well as the Kingdom’s commitment to the fight against terrorism through the Rabat Office of the United Nations programme.
On the economic front, the 2025-2027 Action Plan praised Morocco’s organization of the Annual Meetings of the IMF and the World Bank in 2023, subscribing to the guidelines of the Marrakech Declaration for a fair global financial architecture.
Having been heavily involved in FOCAC for 24 years, Morocco, through its privileged relations with China and African countries, has established itself as a major strategic player.
The forum has developed into an exemplary platform for collaboration where the Kingdom now plays a decisive role.
